A fatal error occurred while creating a TLS client credential. The internal error state is 10013.

This error has shown up in my alerts off and on as far back as 8/25 (from what I can find). 

It has started to spike up again worse than normal.

Is there a good way to check if something isn't using TLS 1.2?
